The main objective of this desk research was to look at UNFPA menstrual hygiene management (MHM) in emergency interventions beyond procurement and distribution of dignity kits and how to further strengthen this component across UNFPA sexual and reproductive health, youth, and gender-based violence interventions. The consultations targeted country offices in the region responding to the needs of internally displaced persons and/or refugees, notably Egypt, Iraq, Jordan, Lebanon, Libya, Palestine, Somalia, Sudan, Syria and Yemen.

UNFPA looked at three different aspects of MHM in emergency programming: MHM materials and supplies; MHM supportive facilities; and MHM information education and communication (IEC).  While some components are specific to menstruation, such as the provision of sanitary pads, most components of MHM programming in emergencies are concerned with improving the safety, privacy and dignity of women and girls in emergency contexts - all critical to UNFPA core mandate.

The publication concludes by identifying different opportunities for improving the quality and expanding UNFPA current approach to MHM programming in emergencies. As a next step, the Arab States Regional Office will develop a tip sheet for country office MHM in emergencies programming and coordination across the various concerned sectors and clusters.
