Organizational Setting

Organizational Location:

The ICT-Finance Assistant position is located in the Arab States Regional Office (ASRO).   Under the supervision of the Regional ICT Specialist, The Finance Associate and overall guidance of the International Operations Manager.The ICT-Finance Assistant provides ICT and  financial services ensuring high quality, accuracy and consistency of work. The ICT-Finance Assistant promotes a client-oriented approach consistent with UNFPA rules and regulations.
    
The ICT-Finance Assistant works in close collaboration with the Operations, Programme and Projects’ staff in the RO, and may work with UNDP staff to exchange information and ensure consistent service delivery.

Job Purpose:

In support of UNFPA’s strategic direction at the regional level, contribute to building regional capacity and ensuring effective and efficient application of the regional office resources through ICT support and Financial monitoring of the regional office resources in the following activities:

  • Information Technology
  • Finance

Main Tasks & Responsibilities

  • Major Activites and Expected Results:

  • Ensures implementation of operational strategies focusing on achievement of the following results:
  • Information Technology:
  • Assist the ICT unit to provide technical support to UNFPA ASRO
  • Provide daily troubleshooting to UNFPA staff.
  • Follow up and ensure all computers and network peripherals are working providing optimum performance
  • Help the staff to backup and restore their Data as needed
  • Support the ICT portfolio when needed with designing graphics and templates.
  • Follow up of the Cloud Storage vital records/folders.
  • Follow up on office electronic records structure and update of unit SOPs
  • Assist the ICT specialist in the development of ICT oversight documentation and info notes for the 15 Arab States supported country offices
  • Provide assistance for VIP/Periodic office workshops and meetings.
  • Back-stopping to Regional ICT specialist
  • Performs other related ICT duties as needed

Finance:

  • Assist in reviewing Travel claims/F10s settlements submitted by staff, participants, and consultants and ensure that they are adequately supported, approved, and compliant with UNFPA Travel Policy.
  • Maintain the Travel Tracking System to ensure that F10 Settlements are timely submitted, and that no new advances are issued unless previous advances are liquidated
  • Assist monitoring of receivables (petrol advances, Staff advance)
  • Responsible for the office petty cash
  • Prepares the monthly use for the staff mobile lines
  • Support in following up for the monthly payment request that should be received from the admin/procurement unit.
  • Maintenance of a proper filing system for finance records and documents
  • Supports on Tracking and following up with UNDP on ASRO’s pending payments. Submission of checks to Vendors and responding to their inquiries.
  • Provides assistance in year-end closure activities, assets and liabilities, and balance sheet statements.
  • Supports on the monthly and quarterly reports.
  • Back-stopping to Finance Associate.
  • Performs other related Finance duties
  • Work Relations:
  • Internal partners include ASRO; close collaboration within the Operations Team, COs and Division/Branches at HQs to resolve policy and procedural issues, and region specific issues.
  • External partners include UNDP, other UN agencies, vendors and other non-UN partners that are essential to the work of the office of the IOM.

Qualifications and Experience

Education:   

  • University Degree in Finance, Business or Information Technology.
  • Knowledge and Experience:
  • A minimum of 2  years if with a University Degree of relevant experience in delivering ICT, administrative and/or programme support services to national or international entities is required.
  • Work experience with the UN will be an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling web based management systems.
  • Experience with ERP financials, preferably PeopleSoft, desirable.

Languages:

  • Fluency in oral and written English and Arabic.

Other Desirable Skills:

Initiative, strong conceptual abilities, sound judgment, strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
